Jawahar Singh Delhi

Nature of Initiative: Fellow

Location: 15 slums, direct intervention in 5 slums of Chanakyapuri, Tuglak Lane, Vasant Kunj and Netaji Nagar

Project Holder: Mr. Jawahar Singh

Objectives: 1. To create awareness on housing rights and sensitize about relocation of slums planned under JNNURM. 2. To ensure children's rights to housing as per UNCRC's Article 16 and Article 27. 3. To spread awareness in the community on how their lives would be effected due to relocation and identify community leaders who would take the issue in their slums. 4. To prepare the community for demanding proper relocation of their slums. 5. To raise the issue of relocation of slums in Delhi and bring together other individuals, organisations and alliances for the same.

Reference Group: Minority communities like Gosai in the slum areas

Situation: A considerable percentage of total population of Delhi lives in J.J. Clusters, Slum Designated Areas, Unauthorised Colonies and Resettlement Colonies. These slum areas are largely devoid of proper sanitation and other basic civic amenities. Almost 65% of children between 9-36 months are malnourished and aneamic. Children in these slums get engaged in unorganised / informal sector jobs to support their families. A section of these children are exposed to vulnerabilities like trafficking, sexual abuse and harrassment. Some get addicted to drug/substance abuse. Schools deny them enrollment and even if they are granted admission, in select cases,  they face discrimination. Basic rights of birth registration are also denied, negligible rate of immunization is noticed among Gosai community in Nangloi.

Project brief: Jawahar Singh is working on shelter rights of construction workers, displacement issues, child immunization, birth registration and PDS. His exposure and knowledge on displacement and resettlement issues also provide him opportunity to work on policy level issues. His strength lies in understanding the background and dynamics of slums in Delhi, networking with potential leaders/opinion makers, developing and strengthening volunteers in slums to take-up the issues forward, developing IEC materials, good network with media and communities. The fellow plans to work on social mapping of the existing facilities in operational slums,  filing on RTIs to get the action plan of eviction and relocation of 15 slums, media advocacy to highlight children' housing rights violations and mobilize communities for raising their voice against relocation and displacement.
